The situation has been brought about by H.K. doing what they can without consulting H.M.G. and being prepared to let H. Kong go ahead, leaving British merchants to protect their interests from reprisals against themselves. But I don't think it would be in H.K.'s interest to do so at present, as the Chinese would probably retaliate in connection with the Railway negotiations and have already got notice of the caution for Mr. J. Jordan not to be precipitate in his action, and with their usual astuteness will not allow the matter to be dissociated from the Railway negotiations.
In the circumstances, it would be as well that we should have all the information before us, so that we may be prepared for any suggestion in view of the difficulties pointed out by Mr. Hesse and others.
I would therefore proceed as proposed by Robinson.
As proposed by Robinson, we should await the result of Mr. J. Jordan's despatch to the F.O. before taking further action.
